The food bank publishes a rights statement: when you receive food from a Food Bank partner you have the right to receive food at no cost, to never be required to attend religious services or pay fees, to never be refused food based on who you are or what you believe, to be treated with respect, and "not be required to show ID, proof of income or citizenship". So no ID, no income proof and no citizenship proof. You may be asked to sign a short form saying you live in the area and need food.
