SNAP in Maryland: How to Apply

The state's application hub is https://dhs.maryland.gov/supplemental-nutrition-assistance-program/applying-for-the-food-supplement-program/ - it carries the Online Application link, labelled MarylandBenefits, plus a downloadable PDF application. You can also get an application from your local department of social services the same day you ask - in person, by phone, by mail, or through someone acting for you - and the office must accept a signed form the day you hand it in even if it cannot interview you that day. People who work for low wages, are unemployed or part-time, get Temporary Cash Assistance or other public assistance, are elderly or disabled on a small income, or are homeless. A Social Security number is needed for every household member except undocumented immigrants applying on behalf of others. Non-citizens are limited, with exceptions for refugees, asylees, withheld-deportation immigrants, Cuban/Haitian entrants, Amerasians, some LPRs, parolees, conditional entrants, certain battered spouses and children, Border Crossing Native Americans, certain Iraqi and Afghan immigrants, trafficking victims, and Hmong/Laotian tribe members. Able-bodied adults 16 to 60 must register for work and take part in employment and training when referred. Most half-time-or-more college students aged 18-49 are excluded unless they meet an exemption (TCA, work study, 20+ hours of work a week, caring for a child under 6, single parent in school full time with a child under 12, certain job programs, or a verified disability). Maryland does not publish an income table on the page we read. Do not use another state's numbers: they differ. Apply anyway — the state decides, and rent, utilities, childcare and medical costs are deducted before they compare.

Bring the proof to the interview to be decided faster: proof of income (pay stubs, employer letter, award letter); court order plus cancelled checks and the legal obligation for child support paid out; verification of legal immigrant status for eligible immigrants; medical expenses for anyone 60 or older or disabled; and proof of anything questionable or conflicting. If a document is hard to get, you can give the name and phone number of someone (such as an employer) who can confirm what you said.

Maryland states both federal standards in its own words: benefits no later than 30 days from the date the office received your application, and, for households with no or very little income for the month who need help right away, 'Expedited SNAP benefits within 7 days'. The Applying page also says your application is reviewed the same day to see if you qualify for SNAP within 7 days.

DHS is running a prominent banner, 'H.R. 1 (2025) Is Changing SNAP in Maryland', and a dedicated SNAP Changes section - Maryland is actively rewriting rules under the 2025 federal law, so anything about work requirements should be re-checked at the source. The site still describes work registration for ages 16 to 60 and a separate ABAWDs page. Maryland runs a Restaurant Meals Program and allows online grocery shopping with SNAP. The state applies eligibility county by county through local departments of social services, so there is no single statewide caseworker number.
