Help With Your Electric Bill in Wyoming: LIHEAP

Published and already partly open. Seasonal applications are open NOW for priority households - one member aged 60 or over, a child aged 5 or under, or a disabled family member. Everyone else can apply from October 1. The application period for winter heating and crisis assistance runs October 1, 2026 to April 30, 2027, and a new application is needed every heating season. Benefits can be used through May 31, 2027 or until the benefit amount is used up, whichever comes first. Help with past-due bills, utility deposits and other crisis benefits does not start until October 1 for anyone, and a seasonal benefit will not pay bills dated before October 1, 2026. Weatherization applications are taken year-round.

Crisis Intervention and Prevention Assistance, October 1, 2026 to April 30, 2027, unless extended for severe weather or higher fuel prices. Covers utility deposits, shut-off notices, broken furnaces and running out of fuel. New this season: you must prove you paid at least 10% of your total gross monthly income toward fuel and utility bills in the past 60 days, with receipts or records - e.g. a household earning $2,000 a month must show $200 paid. A disconnect notice from the last 30 days qualifies you; help is available for up to two utilities, one payment each per season. You must be approved for seasonal benefits first, then call the LIEAP office to request crisis help. Heat-loss emergencies are handled within 18 business hours of applying. Phone (800) 246-4221.

You must live in Wyoming and total household income must be at or below 60% of the state median income. Homeowners, renters and people living in permanently parked RVs can all apply.

Wyoming does not publish the benefit amounts on the page we read. It is paid to the utility, not to you, and depends on household size, income and fuel type.

Name and e-mail (the e-mail is how you get back into your application); proof of identity for every household member (driving licence, birth certificate, military ID, passport, state ID); proof of income for every household member; your most recent main heating bill and electric bill showing service address, account number and name. Depending on your case: employer statement, self-employment statement, self-declaration of zero income, work registration agreement, rental verification. For crisis: 60 days of utility payment receipts.

No calendar moratorium. Wyoming Code R. 023-3 section 3-9 (PSC rules on discontinuation of service): during the cold weather period November 1 through April 30 a utility must attempt actual contact with the customer, in person or by telephone, before cutting off service. Separately and all year, a utility may not disconnect for non-payment if the National Weather Service or another reputable source forecasts below 32 F in the next 48 hours, or if conditions are otherwise especially dangerous to health, for a residential customer who cannot pay and is actively seeking or has exhausted government assistance, or can only pay in instalments. Also no disconnection on a legal holiday or the day before, or from December 24 through January 2. If a doctor certifies that health would be seriously endangered, the disconnection date is pushed back 15 days (22 days total). Utilities must help elderly and handicapped customers find government assistance.

This comes from the Wyoming utility commission, not from the energy assistance programme — they are different offices and only one of them publishes it.

Two dates matter and they are different: priority households can already apply in September, but no money moves for anyone before October 1.
