When can I apply for help with my energy bill in Iowa?
Opens October 1 for households with a member aged 60 or over or with a disability; everyone else from November 1. Closes April 30. First-come, first-served. Winter heating season only - after April 30 you cannot apply for Regular Assistance, only for ECIP crisis help or weatherization.

My power is about to be cut off in Iowa. What do I do today?
ECIP (Energy Crisis Intervention Payment), part of LIHEAP. Covers being at risk of disconnection, getting service restored, a non-working heating unit, an LP or fuel-oil tank at 30% or less, or needing temporary shelter for lack of fuel. You must be LIHEAP-eligible, and you can apply for ECIP outside the heating season too. No copayment or class may be required of you. Request it through your local Community Action Agency. Income is annualized from the 30 days before you apply, the last calendar year, or the last 12 months. Owners and renters both qualify.
How much does LIHEAP pay?
A one-time supplemental payment to your heating utility - it is not meant to cover the whole bill. The amount depends on income, household size, dwelling type and heating fuel.
What do I need to bring?
Proof of income for the 30 days before applying (or the last year), a recent heating and electric bill, identification and household composition. The CAA lists exact documents.
Can they legally cut off my power in Iowa right now?
Iowa has a statutory winter moratorium: November 1 through April 1. If you qualify for LIHEAP your utility is notified and cannot disconnect your heating service for nonpayment during that window.
