On paper: download the Application for Assistance (English, Spanish, Vietnamese, large print), then mail to LDH Economic Stability, P.O. Box 260031, Baton Rouge, LA 70826, fax to (225) 663-3164, or drop it off at a local parish office.
Who qualifies for SNAP in Louisiana?
Louisiana residents; U.S. citizens or certain noncitizens with USCIS documentation; SSNs required for all members before certification. Households must meet income tests unless all members receive FITAP, KCSP, STEP or SSI. Most must meet both the gross and the net income test; a household with someone 60+ or receiving certain disability payments only has to meet the net test. Resource limit $3,000, or $4,500 if a member is 60+ or disabled; SSI/FITAP/KCSP/STEP households are exempt from the resource limit. Able-bodied adults must register for work. Not exempt from the resource limit: ineligible noncitizens, ineligible students, people disqualified for work registration or SSN failures, people on strike, and households with an intentional program violation.

Worth knowing in Louisiana
Administration changed: SNAP is now run by the Louisiana Department of Health, not DCFS, although the application portal is still the DCFS-hosted LA CAFE (sspweb.ie.dcfs.la.gov). The Louisiana EBT card is called the Louisiana Purchase Card. Two dated changes announced on the LDH EBT page: from May 26, 2026 EBT cards are limited to in-state purchases, and from June 14, 2026 unused SNAP/FITAP/KCSP is expunged 274 days (nine months) after issuance even if the card has been used. Old dcfs.louisiana.gov SNAP URLs no longer resolve to a program page.
