The official Mobile Food Distribution page is clear: any person in need of food assistance may receive food. No pre-registration, no referrals and no ID are required. You are asked to register your household at the site: your name, address, how many people live in your home and their ages, and you self-declare your income level. That is a spoken declaration, not proof: no pay slips or documents. For the USDA TEFAP items you must be a South Dakota resident and fall within the published income guidelines, which are self-declared. If you collect for someone else you must bring their completed State Proxy Form and show your own valid ID.
